§ 36.01 ESTABLISHING A PURCHASING AGENCY.
   (A)   The Common Council desires to establish a purchasing agency for the City of Washington, as enacted by the 1997 and 1998 General Assemblies, I.C. 5-22-7 (the Act).
   (B)   The Board of Public Works and Safety is designated as the Purchasing Agency for the City of Washington.
   (C)   The purchasing agency shall have all the powers and duties authorized under I.C. 5-22-7, as may be, amended from time to time by law, or supplemented from time to time by ordinances adopted by the Common Council, and policies adopted by the purchasing agency.
   (D)   The purchasing agency shall act as purchasing agency for every agency, board, office, branch, bureau, commission, council, and department. The heads of the various departments shall be designated Purchasing Agent for their respective department and may designate in writing, any employee of their department as a deputy purchasing agent.
