The Common Council of the City of Washington hereby establishes a Stormwater Improvement Fund to assist in meeting the city’s responsibilities related to stormwater management and with the purpose of helping the city meet certain emergencies and contingencies as they may arise and to fund expected and unexpected major expenditures which may occur relative to the city’s Stormwater Department.
