(A) Establishment. The Park and Recreation Board has requested that a Nonreverting Operating Fund for park purposes be established. There is hereby created and established in the City of Washington a Park Nonreverting Operating Fund.
(B) Purpose. The purpose of the fund shall be to receive funds generated from events conducted by the city Department of Parks and Recreation, which funds shall be used for events, programs and activities for citizens of Washington and surrounding areas which may involve the use of any or all of the city parks. Such activities and events may include cooking competitions, fishing derbies, other competitive events and festivals and any similar activity.
(C) Receipt of funds. The Mayor and Clerk-Treasurer are hereby authorized to receive the aforesaid funds, and to pay bills and charges as they become due for the above-stated purposes.
(D) Funds nonreverting. The funds shall be nonreverting at year end.
(E) Duration. The life of the Fund shall be perpetual until terminated by the enactment of a subsequent ordinance.
(F) Disposition upon termination. Upon termination of the Fund, the balance, if any, remaining in the fund shall revert to the Parks and Recreation Fund of the City of Washington.
