(A) The Washington Police Department participates in state and/or federal government programs.
(B) These programs are funded with grant monies.
(1) That all officers of the Washington Police Department who may work on an occasional basis and at the discretion of the Police Chief or project director for state or federal government funded projects shall be paid a flat rate of $22 per hour for working traffic enforcement details in connection with state or federal programs or projects.
(2) The $22 per hour pay rate shall apply only to state or federal government funded projects and the payment shall be solely from the funds received from the state or federal government and not from any municipal, taxpayer supported fund.
