§ 33.01 POLICE PENSION FUND CREATED.
   The city elects to qualify and administer, for the benefit of the city police, the Police Pension Fund under and pursuant to the Acts of the General Assembly of the state.

§ 33.02 CONTINUING EDUCATION FUND FOR POLICE DEPARTMENT CREATED.
   The General Assembly has established by state statute a certain fund to be established by cities and towns for the continuing education fund of the city and town law enforcement agencies, which state statute by reference is incorporated and made a part hereof:
   (A)   The fund shall be funded by an additional $3 charge, which will be added to the court costs collected from each person receiving and admitting to a traffic complaint/infraction, shall be collected by the Clerk of the County Court, and shall be tendered to the Clerk-Treasurer of the city on a regular and periodic basis in addition to other monies presently being transferred from the County Court for other costs received by the Department as a result of court costs and fines received by the issuance of city traffic tickets on infractional complaints involving moving and non-moving traffic violations.
   (B)   The state statute requires that the city establish a separate fund and keep these monies separate from the general fund of the city, and the funds are to be used specifically for the purpose of defraying law enforcement educational requirements of the Police Department of the city.
   (C)   There should be and is established a Continuing Education Fund for the Washington Police Department, and the Clerk-Treasurer is ordered and directed to establish the fund and, upon receipt of monies from the Clerk of the County Court, to place the monies in the account and keep same separate from other monies for the purpose of using the funds as deemed necessary, appropriate and approved for the educational requirements of the City Police Department pursuant to their law enforcement education.

§ 33.03 ACCIDENT REPORTS, INCIDENT REPORTS AND FINGERPRINT FEES; DISPOSITION OF THE POLICE DEPARTMENT FUNDS.
   (A)   There shall hereafter and accordingly be charged by the Police Department and the charge is hereby and hereafter authorized as follows:
      (1)   Reproduction of each accident report, $5.
      (2)   Set of photographs taken of each accident, $25.
      (3)   Reproduction of each incident report, $5.
      (4)   Fingerprints, $5.
      (5)   Data Master Brethalyzer, $5.
   (B)   The charges in divisions (A)(1), (2), (3),(4) and (5) are deemed reasonable by the Common Council and in accordance with I.C. 36.
   (C)   Any and all sums received by the Police Department shall be retained by the Department and shall be used by the Department for the training of the personnel of the Police Department and for the purchase of accident equipment as the Chief of Police shall deem necessary, for and proper for the pursuit of expenditures for any necessary training and/or the purchase of additional accident equipment. The funds shall be set up and be separate from other monies received and/or expended by the Department, and the Department shall be required to and be responsible for accounting of all receipts and expenditures of the funds pursuant to the provisions of this section.

§ 33.04 PAYMENT POLICY WHEN WORKING STATE OR FEDERAL FUNDED PROJECTS.
   (A)   The Washington Police Department participates in state and/or federal government programs.
   (B)   These programs are funded with grant monies.
      (1)   That all officers of the Washington Police Department who may work on an occasional basis and at the discretion of the Police Chief or project director for state or federal government funded projects shall be paid a flat rate of $22 per hour for working traffic enforcement details in connection with state or federal programs or projects.
      (2)   The $22 per hour pay rate shall apply only to state or federal government funded projects and the payment shall be solely from the funds received from the state or federal government and not from any municipal, taxpayer supported fund.

§ 33.05 AUTHORIZING THE APPOINTMENT OF POLICE RESERVE OFFICERS.
   (A)   State law, specifically I.C. 36-8-3-20 allows cities to provide by ordinance for any number of police reserve officers.
   (B)   Police reserve officers shall be appointed by the Chief of Police with the approval of the Board of Public Works and Safety.
   (C)   The police reserve officers shall have those powers as allowed by I.C. 36-8-3-20(e) except as may be limited by the Rules of the Washington Police Department.
   (D)   Police reserve officers shall be bound by the regulations contained in § 44 of the Policies of the Washington Police Department.
