§ 31.02 QUORUM; MEETINGS ARE OPEN TO THE PUBLIC.
   Four members of the Common Council shall constitute a quorum for business, except when a 2/3 vote shall be required, and then 2/3 shall mean at least 5 votes in favor of a question. All meetings of the Common Council shall be public.
