§ 30.37 QUESTIONS OF ORDER; APPEALS.
   (A)   The Mayor or presiding officer shall decide all questions of order. He or she shall decide whether any question submitted to the Council for adoption or rejection is decided in the affirmative or negative.
   (B)   Appeals from the Mayor's decision on questions of order shall be allowed on motion of a member when seconded by another member.
