§ 30.01 CITY GOVERNMENT COMPOSED OF 4 BRANCHES.
   The government of the city shall consist of 4 branches, those being the:
   (A)   Executive Branch;
   (B)   Legislative Branch;
   (C)   Fiscal Branch; and
   (D)   Statutory Boards and Commissions.
