3-2-2: LICENSE REQUIRED:
   A.   Wholesale: It shall be unlawful for any person to engage in the business of selling beer at wholesale within the corporate limits of the County and outside the corporate limits of the cities and towns in the County without first obtaining a wholesale beer license therefor from the Alcoholic Beverage Control Commission of the State and obtaining a regulatory license therefor from the County, according to a fee schedule adopted by the County Commission.
   B.   Retail: It shall be unlawful for any person to engage in the business of the sale of beer at retail outside the corporate limits of the cities and towns in the County, and within the corporate limits of the County, without first having procured a license therefor, as hereinafter provided. A separate license shall be required for each place of sale, and the license shall at all times be conspicuously displayed in the place to which it shall refer or to which it shall be issued. All licensees shall comply with the provisions of the Alcoholic Beverage Control Act and the regulations of the Alcoholic Beverage Control Commission and this chapter, and every license shall recite that it is granted subject to revocation as hereinafter provided by this chapter.
