10-2-4: SEPTAGE APPLICATION:
Septage collected in Washington County shall not be disposed of other than in a municipally operated treatment works unless the following conditions are complied with:
   A.   Septage land application on any location within the County may only be conducted by an applicator with a septage application permit from the District Health Department on a site with approval by local zoning authorities subject to terms and conditions established by Washington County.
   B.   Domestic septage being temporarily stored for disposal will be deposited only at publicly operated domestic septage transfer facility.
   C.   Domestic septage processing and handling shall comply with applicable Federal regulations found at 40 CFR 1995 part 503.13(c), Application Rate; 503.14(e) (3), Management; 503.16(b), Minimum Site Monitoring Requirements and Frequency; 503.17(b) Minimum Record Keeping; 503.32(b)(2) Pathogen Reduction; 503.32(b)(5) (i) through (v), Site Restrictions; 503.33(b) (12) Vector Reduction.
   D.   All domestic septage will be pH stabilized by the addition of lime, hydrated lime, or an alkaline agent that will elevate the pH to 12 (minimum) and maintain the pH at that level for at least thirty (30) minutes prior to land application.
   E.   Domestic septage shall be applied only to sites having appropriate permit from the health district having jurisdiction and in compliance with zoning requirements after treatment as required by this Chapter. No person shall discharge or dispose of improperly treated or untreated septage contrary to the terms of this Chapter.
   F.   Trucks and implements employed in land application of septage shall be kept externally clean, and tanks holding septage shall be kept closed and mechanically locked to prevent opening under impact, whenever in transit within Washington County. Any visible splashing or leakage of septage that can drip off or be washed off by precipitation or splashed water outside of the defined boundaries of a land application site is hereby prohibited.
