§ 34.03 FEE FOR NON-EMERGENCY CALLS.
   (A)   The response of the Fire Department to non-emergency calls for assistance with the movement of person(s) of unusually high weight from commercial concerns shall be at all times at the discretion of the Fire Chief or his or her designee.
   (B)   The Fire Chief or his or her designee shall notify the Finance Department when the Fire Department has received and responded to a non-emergency call for assistance with the movement of person(s) of unusually high weight from a commercial concerns. The information to be supplied to the Finance Department shall include, but not necessarily be limited to the following:
      (1)   Name and address of the commercial concern.
      (2)   Number of personnel of the Fire Department required responding to the request and any other applicable information concerning staffing that relates directly to the non-emergency call for assistance.
      (3)   A copy of the fire report for each occurrence.
   (C)   The City Manager shall establish a table of fees for the response of the Fire Department to non-emergency calls for assistance with the movement of person(s) of unusually high weight from commercial concerns. Said table shall reflect the actual personnel cost of the Fire Department and may be revised from time to time by the City Manager as events require.
   (D)   The Finance Department shall apply information provided by the Fire Department concerning responses to non-emergency calls for assistance with the movement of person(s) of unusually high weight from commercial concerns and the table of fees for the response of the Fire Department to non-emergency calls for assistance with the movement of person(s) of unusually high weight from commercial concerns provided by the City Manager to produce a billing for services rendered.
   (E)   If payment of the billing for services rendered is not received within 30 days from receipt, the Finance Department or authorized agent thereof shall send a notice by regular mail to the manager or owner of the commercial concern involved indicating the failure to pay the bill within 30 days and requesting immediate payment of the bill. Once 60 days have elapsed since non-payment of the original bill, the Finance Department is authorized to collect the bill in any manner authorized by law.
   (F)   Under no circumstances shall a private individual be billed or assessed any fee for the response of the Fire Department to non-emergency calls for assistance with the movement of person(s) of unusually high weight from commercial concerns, unless the private individual is the operator of a commercial concern charging fees for transportation or medical treatment.
