A single conduit arrangement is preferred in all areas. Open ditches will only be allowed in off-road and off-street areas where sufficient ground cover cannot be maintained atop the pipe. Multiple parallel pipe arrangements, which provide the necessary hydraulic capacity, shall be utilized wherever possible to provide a closed conduit situation.
