Where defective or improperly installed plumbing is found upon any property or place where new plumbing work is being done or alterations to the plumbing system are being made, the Plumbing Inspector shall give the owner or agent of such property a ten-day written notice to correct conditions found. No person so notified shall fail, neglect or refuse to comply with such notice.
