(A) Effective June 1, 1973, a schedule of fees, charges and expenses for applications submitted to the Planning Commission is established and hereby fixed as follows:

(B) Until all application fees, charges and expenses established in division (A) of this section have been paid in full, no action shall be taken on any application or appeal.
(C) The schedule of fees set forth in division (A) of this section shall be posted in the office of the City Auditor and may be altered or amended by the Council.
