§ 151.02 PERMITS AND FEES.
   (A)   Permit required; plans; exceptions.
      (1)   No person shall make any electrical installation of any kind without first obtaining a permit therefor from the Electrical Inspector. A permit shall not be issued to any other than a bona fide owner of real estate or his agent, which agent shall submit written evidence of his agency. The registered jobber shall in all cases be recognized as the agent of the bona fide owner of real estate and shall be charged with the responsibility of securing a permit.
      (2)   A permit shall not be issued for an electrical installation until detailed plans and specifications for the work contemplated have been submitted to the Electrical Inspector. Such plans and specifications shall indicate compliance with the applicable sections of the National Electrical Code adopted under § 151.03.
      (3)   No permit shall be required of commercial buildings and apartment buildings of four or more units when a state permit has been obtained for such construction.

   (B)   Fees.
      (1)   No person shall make any electrical installation of any kind without first paying the fees as required in the following schedule:

      (2)   In no event shall a fee for a permit for an electrical installation exceed the sum of $150.

   (C)   Exceptions to fees.
      (1)   No fees shall be required for the following electrical installations:
         (a)   Three or less two-wire outlets to existing electrical installations.
         (b)   A single three-wire outlet for an electrical range, dryer or air conditioner.
      (2)   Inspections of such installations not subject to the schedule of fees may be obtained at the request of the contractor, owner or tenant, upon payment of the minimum fee by the person making the request.
