§ 150.020 PERMIT FEES.
   (A)   Residential building permit fees. All fees shall be calculated on a square footage per floor basis, including basements and sub-basements, measuring the outside dimensions at each floor level, except where a fixed base fee has been established.
      (1)   Residential.
         (a)   Effective July 1, 1999: $100 per building up to and including 3,000 square feet of living space plus an additional $33 for each 1,000 square feet or fraction thereof exceeding 3,000 square feet.
         (b)   Effective July 1, 2000: $200 per building up to and including 3,000 square feet of living space plus an additional $66 for each 1,000 square feet or fraction thereof exceeding 3,000 square feet.
         (c)   Effective July 1, 2001: $300 per building up to and including 3,000 square feet of living space plus an additional $100 for each 1,000 square feet or fraction thereof exceeding 3,000 square feet.
      (2)   Two- and three-family residential.
         (a)   Effective July 1, 1999: $100 for the first unit and $50 for each additional unit.
         (b)   Effective July 1, 2000: $200 for the first unit and $100 for each additional unit.
         (c)   Effective July 1, 2001: $300 for the first unit and $150 for each additional unit.
      (3)   Additions, garages, accessory buildings, carports, patios, porches and decks.
         (a)   Up to and including 720 square feet   $40
         (b)   Over 720 square feet    $40
            plus $5 per 100 square foot or fraction thereof
         (c)   Open porches and decks with no solid roofs   $15
         (d)   Accessory buildings under 200 square feet   $20
      (4)   Parking lots. When a parking lot is not constructed at the same time as the building, under the same permit fee, a separate permit is required and the fee shall be computed as follows:
         (a)   Total area less than 1,500 square feet   $25
         (b)   Total area of 1,500 square feet or greater   $50
      (5)   Alterations/repairs. The fee for all type alterations and repairs on one-, two- and three- family dwellings shall be as follows:
         (a)   If 700 square feet in size or less   $30
         (b)   If greater than 700 square feet in size   $40
   (B)   Non-residential building permits.
      (1)   Signage.
         (a)   Small sign - 30 square feet and under   $20
         (b)   Large sign - over 30 square feet   $40
      (2)   Certificate of use and occupation   $30
      (3)   Demolition   $25
   (C)   Permits, fee, revocation.
      (1)   Permits. No person shall commence or proceed with the installation, alteration or repair of any electrical equipment in or about any building in the city without first obtaining from the Building Inspector a permit to do such work. No permit shall be required for such work as repairing exiting heating, ventilating, air conditioning and refrigerating equipment. In cases where an emergency or urgent necessity exists, electrical work may be proceeded with, prior to the obtaining of a permit, so long as the person obtains the necessary permit as soon as the office of the Inspector is open for business.
      (2)   Residential fees. The base fee for an electrical permit shall be $10 plus the following:
         (a)   The service entrance fee shall be $.10 per ampere rating of the switch for each permanent and/or temporary service.
         (b)   The first 100 outlets and fixtures, including switches and receptacles, shall be $.50 each. Over 100 outlets and fixtures, including switches and receptacles, shall be $.35 each.
         (c)   Fees for ventilating fans, dishwashers, disposals, furnaces, electric hot water tanks, dryers, ranges and ovens shall be $1 each.
      (3)   (1)   Residential electrical upgrade fees. The base fee for an electrical upgrade shall be $10 plus the service entrance fee shall be $.10 per ampere rating of the switch for each permanent and/or temporary service.
         (2)   Reinspection fees. The above shall cover the visit of inspection made necessary by the progress of work. When extra inspections are made because of work being found not in accordance with the provisions of the Electrical Code or because of inaccurate information furnished by the applicant for a permit, a fee of $25 may be charged for each additional trip made by the Inspector.
   (D)   Permits required; fees; condemnation of work.
      (1)   Permit requirements. Except as permitted in this section, no person shall construct, install, alter or repair any plumbing, drain, waste, vent, sump, water closet, sink, lavatory or any other plumbing fixture within the city without first obtaining a permit from the Building Inspector to do such work and no owner or person having charge of any property within the city shall cause or allow any such work to be done on the premises without a permit having first been obtained. This section does not apply nor shall any permit be required in case of repairs not affecting sanitation, such as mending leaks in faucets, valves or water supply lines; mending or replacing existing fixtures, tanks water heaters, releasing frozen pipes or rodding and flushing any house, sewer or drain.
      (2)   Residential fees. Permit fees shall be as per the following:
         (a)   First fixture outlet            $10
         (b)   Each additional fixture or fixture outlet    $3
         (c)   Repair or alteration, waste or vent pipe   $10
      (3)   Double fees. The amount of any and all fees as herein established shall be doubled if any plumbing work has been commenced before any application for a permit for such work has been filed
with the Building Inspector. However, this double fee shall not apply to any emergency or urgently necessary work performed if a permit for the work is obtained as soon as practicable.
      (4)   Defective work. Where defective or improperly installed plumbing is found upon any property, place or premises, the Inspector shall give the owner, agent, occupant or tenant of such property a 10-day written notice to correct conditions found and no person so notified shall fail, neglect or refuse to comply with such notice.
      (5)   Inspection/reinspection. Whenever work is ready for inspection or reinspection, at least 24 hours notice shall be given to the Inspector, who shall cause an inspection to be made and make a record of such inspection. If the work is found defective, the contractor, person or persons in charge or owner shall be notified and the defects shall be corrected within six days of such notice and the Inspector shall again be notified for reinspection.
      (6)   Reinspection fees. A fee of $25 shall be assessed and collected for the second and subsequent inspections and no further permits will be granted to the offender until the provisions of this regulation are complied with.
