§ 31.05 AUTHORITY TO PROMULGATE RULES AND REGULATIONS ON CITY-OWNED PROPERTY.
   (A)   The City Manager, in consultation with the Safety Committee of Council may, and they are hereby authorized and empowered to make any rules and regulations they deem necessary for the appropriate use of the properties of the city. These rules may cover hours, activities, supervisions, control, use, compensation for use or destruction of the property, parking, and the like. In short, any activity involving the properties whatsoever.
   (B)   These rules shall be in full force and effect 30 days after they have been written and delivered to the appropriate committee, Council as a whole, and the appropriate city departments. These rules, after they become effective, shall be placed or posted appropriately on the affected property.
   (C)   Members of the Police Department, Service Department, Recreation Division, or other appropriate division of the city may enforce these rules.
