(A) No person shall block, or permit the blocking of the view, or impede the access to any public or private fire hydrant, by any means whatsoever, including but not limited to stacking or storing items around the hydrant or permitting flowers, plants or shrubs to grow in a manner obstructing the view and access to such hydrants.
(B) Whoever violates any provision of this section, or fails to comply herewith shall be guilty of a minor misdemeanor in accordance with § 92.99 of this code.
