§ 75.28 LICENSE ISSUANCE AND EXPIRATION; BICYCLE INSPECTION; RECORDS.
   (A)   The City Auditor, upon receiving proper application therefor, is authorized to issue a bicycle license which shall be a permanent license, valid as long as the applicant remains the owner of the bicycle.
   (B)   The Police Department shall inspect each bicycle presented for licensing, and the City Auditor has the authority to refuse the issuance of a license and license plate for any bicycle found to be in an unsafe mechanical condition.
   (C)   The City Auditor shall not issue a license for any bicycle when it is known or there is reasonable ground to believe that the applicant is not the owner of or entitled to possession of such bicycle.
   (D)   The City Auditor shall keep a record of the number of each bicycle license, the date issued, the frame number of the bicycle for which issued and a record of all license fees collected.
