Whoever violates any provision of this subchapter pertaining to bicycles may, in addition to the penalties in § 75.99(A), be prohibited from riding a bicycle for a period of not more than six months and, such bicycle may be seized by any member of the Police Department and impounded. Bicycles so impounded shall be surrendered to the owner or to the parent or guardian in the event the owner is a minor upon payment in full of the charge of storing such bicycle.
