No taxicab shall be operated unless it is equipped with proper brakes, lights, tires, horn, muffler, rear vision mirror and windshield wipers in good condition. It shall be the duty of the operator to submit evidence of an inspection from a reliable service garage to examine every taxicab and be in compliance with the provisions of this section, and an inspection be done on an annual basis and submitted to the city.
