The Stormwater Design Manual written by the Mid-Ohio Regional Planning Commission, Columbus, Ohio, and dated November 20, 1986 prepared by Burgess and Niple, Limited, is hereby adopted as the standard for storm water issues in the city. Its adoption is by reference to the Manual as though it was written out at length herein.
