Licensed contractors engaged in the business of cleaning privy vaults or cesspools may place the contents of such vaults or cesspools so cleaned in the city sewer system and appurtenances at a location in such system or appurtenances to be designated by the City Manager upon compliance with regulations as established by the City Manager and upon payment into the Sewage System Revenue Fund a service charge as may be determined by the City Manager and approved by the Service Committee of City Council. Septic haulers shall not dump any material into the city sewerage system unless they first obtain a discharge permit.
