§ 54.21 RECONNECTION POLICY, FEES AND DEPOSIT.
   (A)   A charge of $25 for reconnection during regular business hours and $75 for reconnection other times than during regular business hours, shall be required for reconnection water or sewer service that has been disconnected. Fees charged in this section may be waived due to fire, physical damage, or other emergency or serious maintenance conditions.
   (B)   If a customer whose service has been disconnected for non-payment of bills or violation of or failure to comply with the regulations of the city, desires a reconnection, such reconnection may only be made after the customer has complied with the following conditions.
      (1)   Has paid all unpaid bills for water and sewer service owed to the city. It is the clear intention of this provision that all unpaid bills shall mean the entire bill owed, including the current bill, and any past due amounts with penalties.
      (2)   Has paid a reconnection fee as set forth in this chapter.
      (3)   In addition to these charges, when a customer has been disconnected for non-payment, a security deposit of $50 will be required. This deposit will be held by the city, without interest, until the customer closes the account and terminates service with the city. This deposit will be applied to the account as necessary to cover any outstanding bills at the time of termination.
      (4)   Has corrected any condition in violation of the regulations of the city.
