(A) Water and sewer lines are normally constructed at the expense of the private developer. From time to time the city, at its own initiative will construct line extensions. Line extensions and connections made off lines built by city employees (excluding replacement lines) will be subject to charges based upon prorated front foot construction costs or flat rate charges.
(B) These construction fees may be negotiated and established by the city manager generally based on the actual cost of construction. The Council Service committee shall approve all such fees and charges on a case by case basis.
