It shall be unlawful for any person or firm to engage in the business or occupation of pruning, treating, or removing street or park trees within the city without first applying for and procuring a license. The license fee shall be $50 annually in advance, payable January l for the year in which the license is issued. No license shall be required of any public service company or city employee doing such work in the pursuit of their public service endeavors. No license will be required of private citizens to do tree work on their own property. Regardless of the need for a license, all non-emergency tree work must be approved with a tree work permit. No person or persons obtaining a license shall be endorsed by the city.
(A) First file evidence of possession of liability insurance in the minimum amounts of $1,000,000 for personal injury, $1,000,000 for bodily injury and $1,000,000 property damage identifying the city or any person injured or damaged resulting from the pursuit of such endeavors as herein described. Upon cancellation of any insurance, the city shall be notified.
(B) Carry a bond in the amount of $2,000 guaranteeing compliance with the chapter.
(C) Receive a score of 75 on the 100 question open book test provided by the City of Washington Tree Committee.
(D) Agree to follow all parts of this subchapter.
(E) Agree to submit a tree work permit for each tree to be worked on.
(F) Agree to notify the Washington Police Department of all tree work to be performed.
