The Council of the city hereby authorizes the Finance Director, or his or her designee to create an account to accept funds from private citizens, organization and businesses for the purpose of paying for improvement necessary to establish the dog park, maintenance and operation and to designate the fund as Dog Park Fund 741. All of the expenses specified would be paid from Dog Park Fund 741 by the city for these specific purposes.
