(A) No person, firm or corporation shall apply any paint, marking material, or visible indications of any kind to the streets of the city, without first obtaining a permit from the city Service Department. The permit, when approved, shall be granted at no charge.
(B) This section shall not apply to work crews of public utilities, professional engineers, surveyors, or work crews of the City, County or State Highway Departments, nor to contractors working for any of these organizations.
(C) Whoever violates this section shall be guilty of a minor misdemeanor.
