§ 131.10 RESTRICTIONS ON BANNERS FOR ADVERTISING PURPOSES.
   (A)   No person shall erect or in any manner place a banner for advertising purposes across or above any public street in the city.
   (B)   This section shall not apply to banners advertising civic activities, but written permission shall be obtained from the City Manager before banners are erected for such purpose.
   (C)   Whoever violates this section is guilty of a minor misdemeanor.
