No water service shall be extended to any water users outside the corporate limits of the city, except those persons who are water users as of October, 1995, or except under the conditions set forth in this subchapter. Provided, further, that any person making a new application for such service to a property to which service has previously been extended outside the corporate boundaries of the city shall comply with § 53.21(E), except the last sentence thereof.
