The city shall follow (and its actions shall be fully consistent with) all rules and regulations adopted by the Federal Communications Commission pursuant to 47 United States Code Section 543 (b) in all instances where the city regulates rates of any multichannel video distributor or cable system pursuant to the Cable Television Consumer Protection and Competition Act enacted by the United States Congress in October, 1992 (Public Law No. 102-385, 106 Stat. 1460; October, 1992).
