The City Manager shall make an investigation to determine the truthfulness of the statements made in the game table license application, and if the statements are found to be correct and the applicant has not had such a license as the one applied for revoked and has not been convicted of an offense relating to the regulations of or the manner of conducting such a business within the period of one year prior to the date of application, or of any offense involving moral turpitude at any time, the City Manager shall, upon payment of the fee provided for, issue a license authorizing the person to maintain and operate the business stated in the application. The license shall be issued upon condition that the licensee complies in all respects with all statutes of the state and ordinances of the city now in force or hereinafter to be passed relating to the business carried on under such license. The license shall be subject to revocation for the reasons and in the manner hereinafter set forth.
