Concurrent with the granting of the license for each billiard table or bowling alley, the City Manager shall issue a metal plate, serially numbered, which must at all times be firmly attached to the billiard table or bowling alley and prominently displayed thereon. A license may be transferred to another game device of the same class eligible for the license, but only upon surrender of the plate and the payment of a transfer fee of $1. Such a transfer shall be registered by the City Manager, a new plate shall be issued and a permanent record kept thereof.
