APPENDIX: SEWER SERVICE CHARGES
   (A)   The sewer service charge shall be calculated based on the volume of wastewater discharged directly or indirectly into the POTW system and shall be measured by the water used by each sewer user as shown by the water meter readings. The sewer service charge for users of the city shall consist of:
   (1)   Debt service charge:         $1.70 per month
                     $1.10 per 100 cubic feet
   (2)   User charge:            $1.05 per 100 cubic feet
   (3)   Surcharge (non-residents):      $0.55 per 100 cubic feet
   (4)   Surcharge (industrial):      $0.35 per lb BOD > 300 mg/L
                     $0.35 per lb TSS > 250 mg/L
   (5)   The flat rate for non-metered service shall be:
         (a)   Within the city:   $15.00 per month
         (b)   Outside the city:   $22.50 per month
   (B)   The MIPP charge for significant and minor significant industrial users shall be based on the services rendered to an industrial user on a monthly basis plus an MIPP administrative charge to manage the program. The MIPP charge for industrial users of the POTW system shall be:
      (1)   Administrative charge - $20 per month.
      (2)   Sampling charge - $10 per sample day.
      (3)   Testing charge - Depends on analyses run.
      (4)   Permit application fee - $50.
      (5)   Inspection fee - $25.
      (6)   Filing appeal fee - $100.
      (7)   Spill investigation fee - $100.
   (C)   (1)   The following schedule of sewer tap fees is established for new residential and commercial consumers starting in year 2009:

      (2)   All tap fees shall be reviewed by the Finance and Service Committees every five years beginning in year 2008. All tap connections for 2008 shall remain at the old tap fee.
