No sanitary sewer service shall be extended to any sanitary sewer users outside the corporate limits of the city, except those sanitary sewer users outside the city as of October 1995, or except under the conditions set forth in this subchapter. Provided, further, that any person making an application for such service to a property to which service has been previously extended outside the corporate boundaries of the city shall comply with § 52.081 (E) except the last sentence thereof.
