An address shall be assigned to all properties or parcels within the incorporated limits of the city.
(A) Addressing lines shall divide the city into four Districts:
(1) NE, north of Court Street and east of Main Street.
(2) NW, north of Court Street and West of Main Street.
(3) SE, south of Court Street and east of Main Street.
(4) SW, south of Court Street and west of Main Street.
(B) Base lines which shall divide each city into northern and southern parts and into eastern and western parts. The base lines shall be indicated on the official map of the county and so identified. The base lines hereby established are as set forth in this section.
(C) Street name prefixes. Streets that cross a baseline shall carry the appropriate directional prefix for its entire length as prescribed below, and shall constitute part of the name of the particular street as a prefix.
(1) All streets crossing the north/south base line and running northerly shall bear the prefix “N” for that section of the street lying North of the north/south base line.
(2) All streets crossing the north/south base line and running southerly shall hear the prefix “S” for that section of the street lying South of the north/south base line.
(3) All streets crossing the east/west base line and running easterly shall bear the prefix “E” for that section of the street lying East of the east/west base line.
(4) All streets crossing the east/west base line and running westerly shall bear the prefix “W” for that section of the street lying West of the east/west base line.
(D) The numbering of property on each street shall begin at the base line, or zero point. All buildings or properties racing streets not extending through to the base line shall be assigned the same relative number as if it extended to the base line. Properties shall carry an assigned number and address indicating its location in relation to the base line.
(E) All numbers will be assigned by the Street Name and Address Committee on the basis of one number for each 50 feet of frontage along the street. Block numbers shall be changed to the nearest multiple of 100 within a maximum distance of 2500 feet, if possible at clear points of transition. This may vary to accommodate previous addressing or unusual circumstances.
(F) Wherever possible locations on the north and east side of the street will bear even- numbered addresses and locations on the south and west sides of the street will bear odd-numbered addresses. Once started, the numbering system shall continue until reaching the end of the street or the numbering exceeds 9999.
(G) When multiple buildings on a single lot have frontage within one or more assigned 50 foot frontage areas, each such building would be assigned a separate number designation. If due to a limited amount of frontage, sufficient numbers available, then all such buildings at that location will be assigned the same number with individual Lot or Unit and/or letter or number designations.
