(A) This chapter shall not apply to any public sale or yard sale conducted solely by any charitable, educational or religious institution.
(B) This chapter shall not apply to sales being conducted pursuant to an order of process of a court of competent jurisdiction; to sales being conducted by persons in accordance with their powers and duties as public officials; to sales being conducted by an auctioneer having a license issued by the State Department of Commerce.
