The City Manager is hereby instructed to draw up the necessary specifications covering street excavations and to keep such specifications current with up-to-date administrative and engineering practices; to keep an up-to-date schedule of fees consistent with the prices incurred; and delegate to the necessary people the authority to enforce such regulations. All specifications adopted hereunder shall have the same effect as ordinances passed by Council.
