(A) There is hereby established a customer equivalary unit (CEU) fee of $300 per CEU.
(B) This fee is based on the plant infrastructure needs for each average residential customer (which is hereby defined to be 9,000 gallons per month of usage).
(C) This CEU is also based on "normal domestic sewage" BOD, TSS and other contaminant levels as indicated in the § 52.001. The city shall calculate a prorated volume equivalency for customers discharging high strength waste.
(D) The impact fee shall be charged in addition to the appropriate tap fee and shall apply beginning with the third CEU. The second CEU shall pay an impact fee of one-half of the charge indicated above. It shall apply to businesses and industries when the volume of water consumption increases due to a change of operation or an expansion in operation results in or is expected to result in an increased consumption of water.
(E) The impact fee shall be calculated using the Ohio EPA model analysis of water which estimates the usage requirements for residences businesses and industries. The city shall be solely responsible for any water use determination of comparable uses not specifically and directly covered on the EPA model list.
(F) If an individual or company chooses, the impact fee may be calculated based on actual usage. In such cases the customer will pay the calculated rate at the time of issuance of the building permit. A review of this impact fee based on actual water usage will be made at the end of the third year of operation. A refund or additional assessment will be assessed at that time based on the actual CEU impact. After the third year no additional review or adjustment will be made unless the company actually expands their operation through remodeling or new construction.
(G) The Service Committee shall review and approve each impact fee calculation. At the request of the Community Improvement Corporation (CIC), Council may consider waiving this fee for the overall economic benefit of the community.
