§ 35.20 PURCHASING GUIDELINES.
   (A)   Supplies, goods, equipment or services purchased by the city shall be made by the issuance of a full purchase order or by the use of a blanket purchase order.
   (B)   The purchasing practices of the city shall comply with all ordinances of the city, the general laws of the state and any requirements of the Auditor of the city lawfully derived from an ordinance of the city or the general laws of the state.
   (C)   In the event that an emergency occurs and the procurement of supplies, goods, equipment or services are required to address such an emergency to protect life or property, the City Manager may authorize the procurement of the required supplies, goods, equipment or services in any manner not in conflict with the general laws of the state. Whenever the City Manager procures supplies, goods, equipment or services in this manner, the City Manager shall duly inform the Director of Finance at the earliest practicable opportunity.
