§ 50.63  PAYMENT OF BILLS; DELINQUENCIES.
   (A)   Due date. The meters will be read by the village on or about a monthly basis. If weather conditions or other circumstances prevent the reading of meters, then each water bill will be estimated by the village. Bills will be mailed on the first day of each month or on the next business day if the first day of the month falls on a weekend and will be due on the twentieth of the month in which the billing is issued. Payment will be due and will be delinquent if not paid by the twentieth day of the month in which billing is issued. Bills will be paid to the Village Treasurer or other designated representative.
   (B)   Penalties for late payment. There will be a 10% interest per annum penalty added to each bill that is unpaid on the twenty-first day of the month in which the user was billed. If any bills remain unpaid as of the thirtieth day of the month in which the user was billed, the water supply to the property affected will be shutoff by the village and the service will not be restored until the delinquency and all accumulated interest is paid in full. In addition, a $50 reconnect service fee will be added to cover the cost of restoring service. Bills remaining unpaid 45 days after the last day of the month in which the user was billed shall constitute a lien upon the real estate to which the service has been rendered. The Clerk is hereby authorized and directed to file a notice of such lien in the office of the Recorder of Deeds for Woodford (or Marshall) County, Illinois, and to pursue such legal action as is necessary to collect the delinquent charges. All reasonable attorneys’ fees and costs associated with the collection of any amounts due the village, perfection, preparation, and filing of the lien and/or the pursuit of any legal action associated with the collection of any amounts due and owing for service shall be added to the amounts due from the user and/or the owner of the property having received the unpaid and outstanding services.
