The Village Board may have an appropriation for Emergency Management Act purposes in the manner provided by law, and may levy in addition for Emergency Management Act purposes only, a tax not to exceed $0.05 per $100 of the assessed value of all taxable property in addition to all other taxes, as provided by the “Emergency Management Act”, as amended; provided, however, that the amount collectable under such levy shall in no event exceed $0.25 per capita.
