Height regulations and standards shall not apply to spires, belfries, penthouses, or domes not used for human occupancy nor to chimneys, ventilators, skylights, water tanks, bulkheads, utility poles and towers, silos, grain elevators, and other necessary mechanical appurtenances; provided their location shall conform where applicable to the regulations and standards of the Federal Communication Commission, the Federal Aviation Administration, and other public authorities having jurisdiction.
