It shall be the duty of the Superintendent of Water and Streets, under the direction of the Committee on Streets, Alleys, and Sidewalks, to supervise the construction of all sidewalks and street crossings, and to keep in repair all sidewalks that have been heretofor or may hereafter be built along the line of any public street in the village and he or she shall procure the necessary material for such purpose; provided, that when it is not necessary to continue the use of any sidewalk, the President and Board of Trustees may by ordinance discontinue the same and order the same removed.
