The President and Board of Trustees, by ordinance, may lay out, open, extend, alter, widen, or vacate any street, alley, or avenue in the village. Said ordinance shall prescribe whether the expense of the improvement shall be made by special assessment, or by special taxation of contiguous property or by general taxation, or by both.
