The then-acting Mayor for the village is authorized to receive and act on all raffle license applications, collect an application fee which shall initially be established to be a nonrefundable amount of $25, and to issue licenses in accordance with this subchapter. The Mayor shall act on any application within 30 days from the date of application. All granted licenses shall only remain valid for the period of one year from the date of issuance.
