§ 30.06  ORDINANCES.
   All ordinances or parts of ordinances shall be passed only after they have been read at length before the President and Board of Trustees, and upon motion to approve and adopt. The Clerk shall then call the roll of the Trustees and record the vote of each Trustee, which vote shall be taken by yeas and nays, and shall be entered on the journal of the proceedings of the Village Board.

§ 30.07  FISCAL YEAR.
   The fiscal year of the village shall begin on May 1 of each calendar year.

§ 30.08  RULES AND ORDER OF BUSINESS.
   (A)   Meetings of the Village Board shall be conducted according to the 11th Editionof Robert’s Rules of Order, Newly Revised.
   (B)   The Board shall have the following standing committees:
      (1)   Finance;
      (2)   Streets, Alleys, and Sidewalks;
      (3)   Water;
      (4)   Police; and
      (5)   Recreation.
   (C)   All other committees shall be appointed by the President unless otherwise ordered by a vote of the Board.

OFFICERS AND EMPLOYEES
§ 30.20  OFFICERS; GENERAL PROVISIONS.
   (A)   With the exception of the position of Treasurer, no person shall be eligible to any office in the village who is not a qualified elector of the village and who has not resided therein at least one year preceding his or her election or appointment, and no person who is a defaulter to the village shall be eligible to any office in the village.
   (B)   The President and Board of Trustees shall annually at the first regular meeting appoint a Village Treasurer, a Superintendent of Water and Streets, the Village Attorney, the Village Chief of Police, the Village Dog Catcher, and the Village Zoning Officer.
   (C)   No President, Trustee, Village Clerk, or Treasurer shall hold any other office under the village government during his or her term of office.
