(A) In all cases when questions shall come before the Board for its action in such manner as to require a vote, any member who shall refuse to vote, shall be considered as having voted in the negative and his or her vote shall be so recorded, unless such member shall be directly and personally interested in the question to be voted upon.
(B) The yeas and nays shall be taken upon the passage of all ordinances, on all propositions to create any liability against the village or for expenditure or appropriation of its money, and in all other cases at the request of any member, which shall be entered on the journal of its proceedings; and the concurrence of a majority of all members elected shall be necessary to the passage of any such ordinance or proposition.
