Whenever a petition is filed with the Chief of Police by at least five residents of the village charging that any structure is a dangerous and unsafe building or uncompleted and abandoned building, the Chief of Police or designee shall conduct an investigation to determine whether such structure constitutes a dangerous and unsafe building or uncompleted and abandoned building.
