(A) Special permits must be renewed annually. If the Zoning Officer has not received any protest against the premises, the Zoning Officer may issue a renewal of an existing special permit at the same location.
(B) If the Zoning Officer finds that the holder of any special permit detrimental to the health, or safety of any person residing with a two-block radius, the special permit shall not be renewed except after the public hearing before the Zoning Board of Appeals.
